Terms of Service

Last Updated: November 2026

Welcome to ParkingFines.org.uk. These Terms of Service (“Terms”) constitute a legally binding agreement between you (“User”, “Client”, or “Motorist”) and Civil Disputes UK Limited (trading as “Parking Fines UK”, “Company”, “we”, “us”, or “our”), registered in England and Wales under Company Number 16577339, registered office at 3rd Floor, 86-90 Paul Street, London, EC2A 4NE, and ICO Registration ZC019448.

By accessing our website, using our WhatsApp service, or purchasing any of our appeal or court defence representation packs, you agree to be bound by these Terms in full. If you do not agree with these Terms, you must cease using our services immediately.

1. Service & Automated Software OS

1.1. Automated Representation Platform: Parking Fines UK operates an automated tech platform (“Parking Ticket Appeal OS”, powered by Parking Mate UK) that prepares, formats, structures, and handles representations, formal appeals, and court claim defences for UK motorists.

1.2. No Legal Practice / Legal Advice Disclaimer: Civil Disputes UK Limited is a legal-technology provider and self-representation support service. We are not a law firm, a solicitors’ practice, or a regulated litigation firm, and our platform agents do not provide formal legal advice or legal representation in court. The information, documentation, and tools provided are designed to assist motorists in exercising their statutory rights under the Protection of Freedoms Act 2012 (POFA 2012), the Private Parking Sector Single Code of Practice, and the Civil Procedure Rules (CPR).

1.3. Authority to Act & Submission: By submitting your case details, Notice to Keeper (NtK), Parking Charge Notice (PCN), or Court Claim Form (N1) to us, you explicitly authorize Parking Fines UK and our automated agents to prepare, submit, and communicate with private parking operators, debt recovery agencies, independent tribunals (POPLA / IAS), and court portals on your behalf as your appointed representative.

2. Service Tiers & Pricing

All fees are charged on a fixed, flat-rate, non-subscription basis as stated at the time of purchase:

2.1. Initial PCN & Independent Tribunal Appeal Pack (£9.99):

  • Includes PCN assessment, automated appeal drafting (initial operator stage), tracking, and escalation to independent tribunal stages (POPLA or IAS) if rejected by the operator.

2.2. Debt Recovery & Letter Before Claim Pack (£29.99):

  • Includes assessment of debt recovery demands (e.g., Debt Recovery Plus, ZZPS) and formal Letters Before Claim / Letters of Claim (e.g., from DCB Legal, BW Legal, or Gladstones Solicitors). Provides a pre-action protocol dispute response, formal evidence request under the Pre-Action Protocol for Debt Claims, and robust representation to halt debt collection escalation before court proceedings are initiated.

2.3. Full County Court Claim Defence Pack (£49.99):

  • Includes N1 Claim Form assessment, Acknowledgement of Service (AOS) submission guidance, formal CPR-compliant Statement of Defence, Directions Questionnaire (Form N180), Small Claims Mediation Script, and formal Witness Statement bundle.

2.4. Fee Adjustments: We reserve the right to alter our pricing structure at any time. Any price changes will not affect orders that have already been paid for and submitted.

3. Client Obligations & Accuracy of Data

3.1. Accuracy of Information: You warrant that all information, images, dates, payment receipts, notice numbers, and personal details provided to us via our web forms or WhatsApp interface are true, accurate, and complete.

We accept zero liability for rejected appeals, default judgments, or lost cases caused by false, illegible, misleading, or late information provided by you.

3.2. Court & Appeal Deadlines:

  • Court claim forms (N1) issued by the Civil National Business Centre (CNBC) carry strict statutory deadlines (14 days from deemed service, extendable to 28 days via AOS).

  • You must submit your documents to us at least 48 hours prior to any statutory deadline to ensure proper processing and submission. We accept no liability for court default judgments resulting from documents uploaded on or after the deadline date.

3.3. Third-Party Correspondence: You agree to upload or notify us immediately of any response, letter, or email received from a parking operator, debt collector, tribunal, or court regarding your case file.

4. No Guarantee of Outcome & Refunds

4.1. No Guaranteed Cancellation: While our appeal and defence strategies are built on statutory law (POFA 2012, CPR rules, and established court precedents), the final decision to cancel a PCN rests with the parking operator, independent tribunal assessor, or County Court Judge. We do not guarantee that every appeal or court claim will be cancelled, dismissed, or discontinued.

4.2. Refund Policy:

  • Due to the instant, automated nature of our legal drafting agents, processing begins immediately upon receipt of your order.

  • Once an appeal letter, Statement of Defence, or court pack has been generated or submitted, the service is deemed fully delivered and non-refundable under the Consumer Contracts Regulations 2013 (Digital Content Exception).

  • If we are unable to process your ticket due to a technical system failure on our part prior to generating your documents, a full refund will be issued upon request.

5. Limitation of Liability

5.1. Maximum Liability: To the maximum extent permitted by English law, the total cumulative liability of Civil Disputes UK Limited for any loss, damage, claim, or penalty arising from your use of our platform or services shall not exceed the total fee paid by you for the specific service tier purchased (e.g., £9.99 or £49.99).

5.2. Exclusion of Consequential Loss: We shall not be liable for any indirect, special, incidental, or consequential damages, including but not limited to parking operator penalty increases, debt collection fees, court fees, or adverse costs orders issued by a court, except where directly caused by our proven breach of contract or negligence.

5.3. CCJs and Default Judgments: We accept no liability for County Court Judgments (CCJs) entered against you if you failed to follow our AOS filing instructions, failed to submit the required court forms (N180), failed to attend a mandatory court hearing, or provided incorrect address details to the court or parking operator.

6. Intellectual Property & Prohibited Use

6.1. Ownership: All automated workflows, software agents, legal defence templates, website content, software code, and copy on ParkingFines.org.uk are the exclusive intellectual property of Civil Disputes UK Limited and Parking Mate UK.

6.2. Prohibited Actions: You may not copy, reproduce, reverse engineer, scrape, resell, or exploit any part of our platform, software agents, or generated defence documents for commercial purposes or unauthorized redistribution.

7. Data Protection & Zero Trust Privacy

7.1. Data Processing: We process personal data strictly in accordance with the UK General Data Protection Regulation (UK GDPR), the Data Protection Act 2018, and our Privacy Policy.

7.2. Disclosure: Our platform operates on a Zero Trust architecture. We never sell, rent, or share your personal data with third parties, except where strictly required to process your case file (i.e., submitting your formal appeal or court documents to the relevant operator, tribunal, or court portal).

8. Governing Law & Jurisdiction

8.1. These Terms and any dispute or claim arising out of or in connection with them (including non-contractual disputes or claims) shall be governed by and construed in accordance with the laws of England and Wales.

8.2. Both parties irrevocably agree that the courts of England and Wales shall have exclusive jurisdiction to settle any dispute or claim arising out of these Terms.
